Tom Bard, Phil Steger, Mark Shilling Elected President, Vice President, & Secretary/Treasurer, Board of Directors, Along with New Board Appointments

WASHINGTON, DC (April 29, 2026) – The American Craft Spirits Association (ACSA) today announces the election of new Board leadership, with Tom Bard of The Bard Distillery (KY) assuming the role of President of the Board of Directors. He has served as a member of the organization’s Board of Directors since 2024. Phil Steger of Brother Justus Whiskey Co. (MN) has also been elected as the organization’s Vice President, and Mark Shilling of Maverick Distilling (TX) as Secretary/Treasurer. Steger has served on the board since 2024 and Shilling is a former Board President and longtime advisor to the organization. Together, Bard, Steger and Shilling and the current and newly-appointed Board of Directors will work with incoming CEO Emily Pennington to address the key issues facing the craft distilling industry, including the industry-wide slowdown, the organization’s continued push for modern market access, regulatory relief, and changes to an anti-competitive marketplace at both state and federal levels. ACSA is also proud to announce the results of its national election for Board of Directors members, adding two new members.

“It’s an honor and a privilege to serve as president of the ACSA Board of Directors, following in the footsteps of Jordan Cotton and his amazing predecessors. I’ve been active with the organization since 2017, and I can’t imagine where I’d be if not for this incredible group,” said Tom Bard of The Bard Distillery and Board President, ACSA. “All of us are going through challenging times right now. I understand the assignment, and the rest of the talented Board and staff do as well. I’m excited to work with them and our entire ACSA family to meet this moment and move us all forward.”

Emily Pennington, incoming CEO, ACSA, added, “Craft distillers are facing some of the toughest market conditions we’ve ever seen. These are small businesses intricately linked with local farms, restaurants, and their communities. They need an association that fights for them. I’m grateful to be stepping into this role alongside a board that is ready to roll up their sleeves and do the hard work we have ahead of us.”

Following these elections, the ACSA Board of Directors will also be appointing leadership to its governing committees. Those committees include Membership, Ethics, Convention, Education, Elections, Safety, ACSA PAC, Craft Spirits Competition, Government Affairs, State Guilds, Technology, Finance, and Market Access. The new 2026 Board of Directors will be installed on Wednesday, April 29.
